The Office of the Ecclesiastical Council brings a unique benefit to churches and non-profit organizations of all sizes, providing a full range of comprehensive services.  The mission of OEC is to ensure the responsiveness of faith-based organizations to the community at large.

The OEC Offers the Following Services:

Program Oversight and Performance Reviews

The predominant role of OEC is to provide program oversight in order to improve financial soundness, program efficiency, management skills and accountability, and to create self-sustainability. As an oversight agency, OEC ensures that the ethics, public trust and fiduciary responsibilities of an organization are carried out as prescribed by granting agencies, including but not limited to local, state and federal governments.

On a directed basis, OEC performs periodic reviews of program performance relative to defined measurables and compliance audits to ensure that program management meets the requirements as set forth by fiduciaries, funding organizations and agencies. OEC also works with boards of directors on special projects. Banks and lending institutions also call upon OEC to work with churches that are non-conforming with their loan commitments. Upon recommendations and agreements, OEC takes an oversight position to monitor operations of the church to satisfy lender requirements and perform workout strategies for debt reduction.

Consulting and Advisory Services

OEC offers in-depth consulting and advisory services, including the development of self-sustaining business units, financing alternatives, and establishing strategic alliances and collaborative partnerships. We work with governmental agencies and community development organizations to create opportunities that allow improved efficiencies of service delivery. OEC also addresses the tendency of non-profit community organizations to be single-focused by teaching them how to be proactive through training and new learning skills, including partnering with industry and commerce. Teaching executive management and business principles for non-profit operation of community development is a major part of our function.

Audits and Compliance Reviews

OEC provides consultants to develop and implement audits and compliance reviews that provide constructive measurables to improve outreach and evangelical organizational components. The audit covers the components' plans and policies, its financial controls, methods of operation and use of human and physical facilities. The primary objective of an audit is to reveal any defects, irregularities or potential danger spots in the day-to-day administration of a community outreach program. From the results of the audit, corrective steps are recommended for the activities and services. It is also a means of determining whether federal, state and/or local government regulations are being adhered to as required to maintain tax-exempt status.

Funding Services

OEC joins exclusively with financial services organization B2B Funding, LLC, to assist in the creation and installation of financial instruments, including asset-based financing, cost-effective cash flow solutions, alternative financing, commercial and residential mortgage acquisitions, and equipment leasing. When banks and lending institutions contact OEC to work with churches, community development corporations and other non-profit organizations that are non-conforming with their mortgage loan commitments, in some cases, B2B Funding has been able to refinance the mortgages and secure more favorable terms and rates. Funding sources, granting agencies and low-interest loan institutions frequently have built-in auditing and compliance components that must be adhered to prior to being funded or having funds reinstated. OEC assists in explaining these procedures to community-based organizations to help them stay within compliance guidelines for auditing examinations and to conform to their loan commitments.

Training, Development and Community Improvement

Another function of OEC is to train and develop outreach staff in methods of leadership within the stated purpose and mission of community-based programs. OEC joins with non-profit organizations and community-based service corporations to partner and make recommendations relating to projects that bring a quality of life and dignity to populations that have given up hope - for redemption and much needed assistance. Progressive change cannot come from distance learning but through active involvement. Therefore, we consult and facilitate using a hands-on approach to assure the client that we are available to support their endeavors. The OEC management team is dedicated to the improvement of our cities and communities. This becomes a reality exhibited by our level of commitment and participation to those organizations that have taken on a noble task of bringing a quality of life to the citizens within their community.
